Security Deployment Errors for Permission Lists After Attempting To Apply ACA patches

Errors occur while running the export security step when applying ACA (Afforable Care Act) updates.
There are four permission lists causing errors-
Example errors found in trace file. Similar errors are present for each of the four permission lists.

The issue can be reproduced with the following steps:
1. Apply change package that includes ACA patches such as
2. Proceed to the step "Reviewing Security Changes in the Security Tool" in Change Assistant. There are entries in the Security Deployment tool for each of the four permission lists
3. Continue applying the rest of the steps in Change Assistant
4. After steps have been applied, review security at Enterprise Components > Security Deployment > Update Permission Lists. Four permission lists have Status of Error
