Email Containing Merged Fields Are Encoded In HTML

Symptoms
Merged fields containing characters such as "@" and space are encoded in the email.
1) Open the Dialog and go to “Link Report”
2) Click on View URL
3) It will open a link
4) Enter first name and email as mentioned below. ( They should be space in between the first name)
First Name like "Mary Ane Joe"
Email address like "rnpeaul@depaul.com
5) Click on Submit button.
6) Blank side in “First Name” turn into “%20” and for email address “@” sign into “%40”.
This same issue can reproduce on Email Template as well.
