On : CS 9 (Bundle 40 and higher) and CS 9.2

ACTUAL BEHAVIOR
---------------
When attempting to access the run control page for aid year activation in batch, the page takes a long time to open, or does not open at all.

EXPECTED BEHAVIOR
-----------------------
The page should open immediately or within seconds.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigate to the component
2. Choose run control
3. Click to search

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users experience a loss of productivity as they have to wait each time for the page to open; or if the page doesn't open at all, they are completely unable to perform aid year activation in batch.
