Manager Self-service returns no results for names with an apostrophe

EXPECTED BEHAVIOR

Manager Self-service should return results for names with an apostrophe? To be determined.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to, Manager Self Service > Time management > Approve Time and
Exceptions > payable Time
2. In the Manager search criteria enter the last Name with apostrophe and click
Get Employees.

BUSINESS IMPACT

The issue has the following business impact:
As the results of this issue, the manager can not load the name with apostrophe.
