Bidder Registration Address Edit validation for Country Other Than USA/CAN not Working Correctly

Bidder Registration Address Edit validation for country other than USA/CAN not working correctly.
Steps to reproduce the issue:
1)Go into system to enter Bidder Registration.
2) When you get to the screen for entering the address, change the country to 'GBR' (or any country other than CAN/USA). Then click to go to next screen. The page doesn't require the address.
3) If you go back to the address screen, if you enter in either the address1 field or the city field (not both), then try to go to next screen, the edit fill fire.
