Tax Update 16E/ PUM 20

After applying Tax Update 16E the following error occurs:

Remote program PSPPYBLD failed C_PSN_GET_DATA: Parameter length mismatch (parm=PAY_END_DT, ilen=0, olen=10). with reason: GET-NET-PARAM(PAY_END_DT).

Trace file shows:
ERR rtncd=805 msg=ORA-00001: unique constraint (JHBP01.PS_MODEL_PAY_CHECK) violated
