Dispatch Box Is Not Checked When PO Is Created Through The Expedite Requisitions Process (Doc ID 2224116.1)

On : 9.2 version, Purchase Orders

Dispatch Box is not Checked when PO is created through the Expedite Requisitions process
When our buyers run the expedite requisitions process to create a PO and the PO is created with a status of 'Pending Approval', the dispatch box is not being checked.

Steps to reproduce the issue:
1) Create an eProcurement Requisition and submit for Approval
2) Log in as Approver and approve the Requisition
3) Source the requisition using expedite requisition process
4)Open the created PO and approve it.
5)notice that the Dispatch PO check box is not checked.
6)review the created run control for PO create process, The flag is checked in there.
