IB log Shows "Not Authorized" Message For EOEN_MSG Event PerformanceDocCompleted (Doc ID 2224524.1)

The EOEN_MSG operation is going to Error status when processing the PerformanceDocCompleted event. The only message showing in the log is 'Not Authorized'.
