Symptoms
When clicking the Budget Detail icon on Budget Plan page, timeout error occurrs without opening the page. When timeout error occurrs, memory usage is very high.
Steps
1. Create a project.
2. Create many activities.
3. Create a budget plan.
4. Add many budget items.
