CTM Does Not Update Record PERSONAL_DATA After Critical Patch 23254407 for Existing EMPLIDs

Data relating to record PS_PERSONAL_DATA are not being modified correctly on updates to an existing person.

For existing person records, updates for fields that were once blank are added.

The issue can be reproduced at will with the following steps:

1) Take a record in staging and post as a new ID (e.g. with MAIL and PERM address types and other person data).
2) Query personal_data for that EMPLID to verify the results.
2) Go to Add/Update a Person for that ID. Be sure to be in correction mode.
3) Delete the mailing address.
4) Save the component.
4) Query again to verify that the mailing address was deleted from PERSONAL_DATA.
5) Go back to staging, using same record that was posted as a New ID.
6) Set that record to Update ID and point to the EMPLID in production.
7) Post the record.
8) Go back to Add/Update a Person. Observe the mailing address.
9) Query personal_data - the mailing address will not have been populated.
10) Once again, in Add/Update a Person, delete the mailing address.
11) Verify the deletion on PERSONAL_DATA.
12) Go back to the staging record.
13) Change the birth location.
14) Save the component.  Then, set the record to Update ID.
15) Post the staging record.
16) Go back to Add/Update a Person and verify the mailing address row exists.
17) Verify birth location now equals whatever it was changed to in staging.
18) Query PERSONAL_DATA to verify the birth location change and the mailing address.
