Error in Org Chart Viewer for Matrix Owner when trying to change EFFDT on transactions

When a user performs a transaction (Request Location Change) with effective date changed from the org chart viewer >> Matrix team tab. Below error message is shown to the user.
ERROR

"(Employee selected) does not report to (Matrix Owner) as of (date selected)"



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as Matrix Owner.
2. Navigate to Main Menu >> Org Chart Viewer.
3. Click on the Matrix team tab.
4. Click on the action link on the employee under Matrix team and select Job and Personal Information >> Request Location Change.
5. On Location Request change page, change the effective date.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot perform transaction for the matrix team after changing the effective date.
