On PeopleSoft Enterprise Campus Solutions, Student Records, Transcripts, Self Service

Customer has two different Official Transcript types defined and intended to be available for students to request via self service. Student need to have a choice of which to submit. Both Transcript Types "OFFIC" and "OFFNC" have "Self Service Availability" set to "Allow Student Self-Service," and both Transcript Type levels are set to "OFFICIAL" When the student navigates to the transcript request page, only one type is available. How can we make both choices available to students?
