E-CR: The Setup Routines For The PeopleSoft ODBC Driver Could Not Be Loaded Due To System Error Code 126 (Doc ID 2226797.1)

Symptoms

The issue is that the DSN using the 32-bit ODBC or connect through crystal reports fails with an error.

Unable to get crystal reports with a stored procedure to connect to the 8.54 database.

The 32-bit and 64-bit ODBC drivers install without issue.

Unable to create a DSN using the 32-bit ODBC or connect through crystal reports:

The setup routines for the PeopleSoft ODBC driver could not be loaded due to system error code 126:The specified module could not be found. (<directory>\bin\client\winx86\PSQODB32.DLL).

Logon Failed.
Details: IM003: Specified driver could not be loaded due to system error
126: The specified module could not be found. (<directory>\bin\client\winx86\PSQODB32.DLL). [Database vendor code: 160]

Logon Failed
Details: IM004: [Microsoft][ODBC Driver Manager] Driver's
SQLAllocHandle on SQL_HANDLE_ENV failed
