E-Portal - Homepage Personalization Will Override Homepage label in Other Language (Doc ID 2226905.1)

Symptoms

In a multi-lingual database, when a user personalize the homepage, like adding a pagelet, in English, the homepage name will be changed to use English label when logging in other language. This happens to both Fluid and Classic Homepage

REPLICATION STEPS
=================

1. Login as VP1/VP1 in English
2. Add a pagelet by clicking on personalize content
3. On another browser, login as VP1/VP1 in Spanish
4. You can see the Homepage label are all in English now
