Audit Records PS_EMERGENCY_CNTCT and PS_EMERGENCY_PHONE not Triggered For Emergency Contact (Doc ID 2228011.1)

Symptoms

ACTUAL BEHAVIOR
------------------------
Since CS 9.0 Bundle 41 was applied, App Designer record-level auditing is no longer working when data is inserted to tables PS_EMERGENCY_CNTCT and PS_EMERGENCY_PHONE via the AAWS web service.

Auditing continues to work fine when updates to those table are made via Campus Solutions, but the auditing for AAWS updates ceased when Bundle 41 was implemented.

EXPECTED BEHAVIOR
-----------------------
Auditing should work fine even if the data gets updated/inserted via AAWS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create custom audit records for EMERGENCY_CNTCT and EMERGENCY_PHONE records.
2. Load an application using AAWS.
3. Query the audit tables to verify whether the changes are audited.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot audit the EMERGENCY_CNTCT and EMERGENCY_PHONE tables.
