FAPPKENG Subscript out of Range Error When Repackaging with Pell Table Enablement (Doc ID 2228968.1)

On : CS 9 Bundle 43

When attempting to run repackaging - on-line or batch - for a student(s) who were awarded Pell but are now no longer eligible, and Pell table enablement is being used,
the following error occurs.

ERROR
-----------------------
Object Code error : file '/opt/pscust/icstst/cblbin/FAPPKENG.gnt'
error code: 153, pc=0, call=1, seg=0
153 Subscript out of range (in FAPPKENG.cbl, line 4194)

With auto-repackaging on-line, the error shown on screen will look something more like the following: (2,-1)DERIVED_PACKAGE.SFA_RPKG_BUTTON.FieldChange PCPC:2327 Statement:39. However, if steps are taken to produce the on-line log files - .out and .err files - then the same 'subscript out of range' error listed above will show in the .err file.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.- Use a student that has Pell awarded
2- Enable the Pell table setting in FA installation, and ensure the table is populated correctly
3.Add an ISIR transaction and increase EFC outside of Pell range
4. Perform online or batch repackaging for the student, observe the error

WHAT IS WORKING
-------------------------
The issue does not occur except with Pell table enablement and awards being cancelled

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the process of repackaging all students and must take extra steps to (a) remove the problem students so the entire process doesn't fail and or (b) manually adjust the awards for the problem students
