On : 9.1 version, Project Budgeting

ACTUAL BEHAVIOR
---------------
If you try to finalize a Budget for a Project for which the 'Change Control Checkbox' has been enabled later during Budget Finalization, we are not getting a message box about information to create a Change Request.

EXPECTED BEHAVIOR

If you try to finalize a Budget for a Project for which the 'Change Control Checkbox' has been enabled later during Budget Finalization, we should get a message box about information to create a Change Request.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a New Project.
2. Keep the ‘Enable Change Control’ checkbox Unchecked and ‘Budget Approver’ field blank.
3. Add a Resource to the Project.
4. Add Activity to the Project.
5. Add Budget Plan to the Project.
6. Add Budget detail to the Project.
7. Return to Budget Plan page and click on the Project ID hyperlink
8. On the Project Costing > General Information page, Enable Change Control and add the Change Control Template and Save
9. Make Sure ‘Change Request Required’ option as been selected for Finalize Budget Plan on the Change Control Template. Finalize the Budget Plan
10. The Budget Plan got finalized without the below Change Request popup message. Issue replicated.
11. However, if you try to finalize a Budget for a Project for which the Change Control Checkbox has been enabled already, we will get a message box to create a Change Request.
