SEVIS - New OPT Employer Functionality Delivered In Bundle 44 Is Not Working As Documented (Doc ID 2233602.1)

Symptoms

ISSUE STATEMENT
----------------------------
The new OPT Employer functionality delivered in CS 9 Bundle 44 does not seem to be working as documented. OPT - Employer Add Alerts are not triggering as expected.

ACTUAL BEHAVIOR
----------------------------
1. OPT-Employer Add Alerts are being generated even if the Employer exists in the Master Employment as '1' indicating it has already been reported.

2. OPT-Employer Add Record synched to Master Employment even when there is no Employer resulting in a blank Employer in Master. Adding an Employer is not triggering any Alerts, but adding an Employer to master is resulting in the Alert process to fail with the following error:

CCSEVCMP.SQR - SQL Statement = CCSEVLIB.SQC,Insert-REV-EMD,Insert,PS_SEV_REV_EMD
SQL Status = 1400, SQL Error = ORA-01400: cannot insert NULL into
("EMDBO"."PS_SEV_REV_EMD"."SEV_PRV_EMP_NAME")

Additionally, the two new alerts include a question mark as configured in Bundle 44: “OPTEmployer ? Add” and “? Edit” instead of “OPTEmployer – Add” and “–Edit. This seems like these were populated with illegal characters that are appearing as question marks.
