ELM 9.2: LM_LD_ASYNC Process Dropping Active/In-Progress Enrollments When at Least One Job Record is Still Active (Doc ID 2234212.1)

When the LM_LD_ASYNC process is if Learner has a terminated job and one job active, process dropping active and in-progress enrollments.
Steps to Replicate Issue:
1. Inactivate one of a Learner's Jobs in HRMS and integrated with ELM using service operation WORKFORCE_SYNC.
2. In ELM, after successful WORKFORCE_SYNC message for Inactive JOB, Run Process Asynchronous Data ( LM_LD_ASYNC).
  And notice, dropping Active/In-Progress Enrollments for Learner even though an active job still exists for the Learner.
