ETL91: TL Webclock Issue When Crossing Midnight

HCM 9.1 with HCM Bundle #22
PeopleTools 8.54.22
User encountered an issue with TL Webclock where an employee loaded the TL Webclock page before midnight, but did not submit his punch time until after midnight.
The record punch has a date before midnight instead of after midnight.
Steps to Recreate:
1) Load the self service Webclock page before Midnight (e.g 11/29/2016 @ 11:55PM)
2) Wait until any time after Midnight (e.g. 11/30/2016 @ 12:04am)
3) Select "IN" punch and press "Enter Punch"
4) PunchTime is incorrectly reported as 11/29/2016 @ 12:04am instead of 11/30/2016 @ 12:04am
Business Impact:
PunchTime is incorrectly reported due to the issue.
