In Progress Performance Documents upgraded to 9.2 not visible to HR Administrator

When the Performance documents are upgraded to 9.2 and the Define Criteria step is completed and the status is 'Evaluation in Progress in the previous release, the HR Administrator cannot open a manager evaluation until the manager starts it.
The following message is displayed to the Administrator:
"Document not Available
Then current step has not been started therefore this document is not yet available"
The issue can be reproduced at will with the following steps:
- When the Performance document is upgraded to 9.2 and the Define Criteria step was approved in the previous release.
- On documents that do not have a Define Criteria step (role data is not created until mgr/EE starts the eval).
To test this fix you need to have a document where the document status = 'IP' and the Role data has not been created.
This can be achieved in 2 ways:
- Use sql to modify the data
- Use a Template that does not have a Define Criteria or Track Progress step. After Creation, the document will be in status = 'IP' with no role data. This method does not allow testing "re-open DC" as reported by the customer because it does not include the DC step.
