EAP: Japanese VAT - VAT Registration ID is not required

Symptoms
When entering VAT Registration details, and the Country is Japan, even though the VAT Registration ID is not mandatory for Japan, an error occurs when no VAT Registration ID is entered.
ERROR
The VAT check box is selected but there is no VAT registration information fr the Supplier. (7025,137)
STEPS
1. Enter Supplier and select VAT Registration checkbox
2. Click on Registration link and put in Country 'Japan' but do not enter a VAT Registration ID
3. Above error occurs
