Manage Hire - Incentive Compensation Frequency not defaulting correctly for new hires

When a Smart HR template is setup in so all transactions come to the HR admins before saving to the database to be routed to manage hires, the incentive comp rate codes are getting saved with an incorrect frequency 'A' (annual) whereas the actual frequency associated with those comp rate codes is 'SA' (semi-annual). The issue is happening only when the transactions route to Manage Hires.
 


STEPS

The issue can be reproduced at will with the following steps:
1. Configure template to assign a default comp rate code
2. Process a template transaction
3. After the transaction is sent to Manage Hires, complete the Hire transaction
4. View Job Data page and see that compensation frequency value is not as expected
