ACTUAL BEHAVIOR  
---------------
Number of hours in a day only define as an integer on project definition  

In project costing the user can define the number of hours in a project day on the program management tab. Navigation is  Project Costing > Project Definition > General Information > Program Management

REPLICATION STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Navigate to: Project Costing > Project Definition > General Information > Program Management
2.  Try to add partial integer in 'Hours per day" field. Should not be able to.
3.  Depending on the decimal position set for that field in app designer will mandate an acceptable value.
4.  In this SR instance it appears the decimal position is set to "0" therefore not allowing for partial integers i.e. 7.5.

BUSINESS IMPACT

Due to this issue, users cannot capture the measure of a project day correctly, this will impacts calculation on number of project days a person assigned to work when their work is defined in hours
