In Self service, Life Events is missing a Document Approval Request Email when it is submitted for the second time
The issue can be reproduced at will with the following steps:

Sign in as employee - created the LE, added attachment, submitted for approval - Email is triggered
Sign in as admin - received the email, deleted the LE from the Manage Delegation
Sign in as employee - created the LE with a different date, added attachment and submitted for approval
- No Email is Triggered
