ACTUAL BEHAVIOR
---------------
Reason code in billing header miscellaneous page is not a prompt button which is difficult for user to choose correct code.
EXPECTED BEHAVIOR

Reason code should be a prompt button.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup financial sanction on installation level.
2. Run Screen for Denied Parties (SCM_FSS) process check bill header misc info page.
3. As confirmed is not checked, user checks the confirm button where user is forced to put reason code but there is no prompt available.
4: This happened to standard bill or express bill.
