'Subsidized Loan has not been Accepted' Message when Accepting Sub and Unsub at same time using FLUID Self Service (Doc ID 2242018.1)

Symptoms

On : CS 9.2

In FLUID self service, when attempting to accept a sub loan followed by an unsub loan,
the following error occurs.

ERROR
-----------------------
'the subsidized loan has not been accepted'.

The user is allowed to click through the error and proceed, but if they do so, then the unsub is automatically reduced to the minimum amount defined in the item type setup.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Offer student sub and unsub
2. Navigate to Fluid Self service, accept awards
3. Click edit, accept sub, accept unsub

WHAT IS WORKING
-----------------------
Unsub can be declined after sub is accepted, or if the sub acceptance is first posted, then the unsub can also be accepted

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users have to use classic self service, or perform the actions in two steps instead of one, which will likely be confusing to students.
