EAR 9.2: When Attempting To Add An Attachment To Direct Journal Deposit In Closed Period, Gives Error "Transaction Date Is Not Open". (Doc ID 2243339.1)

On : 9.2 version, Direct journal Deposit

When attempting to add an attachment to deposit which is marked for direct journal in closed period,
the following error occurs.

"The Transaction Date is not Open"

The issue can be reproduced at will with the following steps:
1. Open deposit which is marked as direct journal with payment_status - 'J' and accounting date period is closed.
2. Click on add attachment and save the deposit.
3. Error message occurs.

The issue has the following business impact:
Due to this issue, users cannot add attachment to existing deposit.
