Passing Required Field Not Working as Expected for SCORM 1.2 (Doc ID 2243822.1)

Symptoms

A course SCORM 1.2 created with Captivate 6 allows the user to take the quiz 3 times, but if the user fails all three times, he/she fails the class.
It works as expected in Captivate. 
When loading the course to ELM it correctly allows the user to take the quiz 3 times, but even if the user fails all 3 times, the class is still marked as pass\complete.
