EPC: Project Copy PeopleCode Error When Default SetId Does Not Match Budget Calendar SetId

When using the Project Copy utility to create a new project, the process fails with the following error if the tableset control is not using the Default SetID:
The issue can be reproduced at will with the following steps:
1. Navigate to PeopleTools > Utilities > Administration > Tableset Control and search for SetControl value, for example, US001.
2. Change the Default SetID from SHARE to US001
3. Navigate to Project Costing > Utilities > Copy Project and search for US001
4. Select a project to copy that has a budget and activities
5. Click Copy
This can make the Project Copy utility unusable.
