External Awards Posting Error 654 (Doc ID 2245888.1)

Symptoms

When loading external awards in offered status, some of the awards fail to load as expected. The process runs successfully, but these transactions end up with an error code 654: "There is an existing Award in non Offered status. You are trying to load an Offered award, but there is an existing Award in a non Offered status." This happens when the item types were previously awarded then cancelled.

The issue can be reproduced at will with the following steps:

  1. Award and cancel item type
  2. Load same item type to EA staging table
  3. Run EA load process
