GPESP: Daily Regulatory Base (BRD) Is Not Correct When There Is BRD Override

When an AT or IT occur in those that the bases is override by marking drop-down Day Bases Replacement with the SI value, it does not correctly recover the daily regulatory base and finally, it does not calculate the corresponding accruals correctly.
The issue can be reproduced at will with the following steps:
1. Add IT absence for a full time employee and check Days/bases Overrides=YES when entering the absence
2. Calculate payroll
