Error Msg On 3rd Party Contracts : Cookieobject.setcookie - > The URI to be decoded is not a valid encoding

On : Campus Solutions 9.2 version, Tools 8.55 Payment Plans/Deferral Contract/Third Party Contracts
Third party contracts with a special character in their name create the following error message when students are added, or cancelled from the contract.
Cookieobject.setcookie - > The URI to be decoded is not a valid encoding (no error number)
The error is also returned when saving new contracts with an % or & in the name (Name is the Key in the TP_CONTRACT table)
an example would be a third party contract number of 50%Tut&hou to transfer 50% of tuition and housing charges to your third party sponsor.
the following error occurs.

This is not application specific and will occur when a key field is saved with a special character such as &%.
The issue can be reproduced at will with the following steps:
1. Student Financials > payment plans > third party contract > assign
The issue has the following business impact:
Due to this issue, users cannot cancel the student
