Symptoms

On : PeopleTools 8.54 version, Application Engine

ACTUAL BEHAVIOR
---------------
The PSAESRV process does not re-start and continues to process requests after the ProcessRestartMemoryLimit has been reached 

EXPECTED BEHAVIOR
-----------------------

ProcessRestartMemoryLimit setting must force the AESRV process to be recycled once the memory used goes beyond the limit.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set the ProcessRestartMemoryLimit to a value greater than the amount required to start AESRV.
2. Run sufficient processes that use a large amount of memory.
