When using the SCC_GET_CHECKLIST service operation to get a checklist assigned to a person, %EmployeeID is not returning a value even though value is in the PSOPRDEFN table and in PSOPRALIAS table.
The issue can be reproduced at will with the following steps:
1. Use the SOAP UI.
2. Create a new user using the SCC_USERREG service and CREATE_USER service operation.
3. Call service operation SCC_GET_CHECKLIST using self service mode.
