I-9 Form Requiring New I-9 on Current Employees

Reverify I9 Message Behavior
Navigate to the Complete/Reverify EE I-9 Form and pull up a rehire who is currently an Active employee, message received the "A new I-9 needs to filed for this employee". The employee in question has an current I-9 and hasn't terminated since their rehire date. This is happening for rehires who have completed their I-9 over 3 years ago.
The issue can be reproduced at will with the following steps:
1. Employee was originally hired in 2002 and then rehired in 2013
2. Employee completes I-9 in 2013
3. Navigation: Workforce Administration > Personal Information > I-9 Forms > Complete/Reverify EE I-9 Form
4. Look up Employee
5. Message pops up that EE needs to complete a new form - [The EE does not need to complete a new form because they are currently active.]
