Changes To Title Field On Contact Page Not Getting Saved During Bidder Registration (Doc ID 2249030.1)

Symptoms

On : 9.2 version, Bidder Registration

During the bidder registration, once user enters the Title information on the contact page, any subsequent changes to Title after initial entry are not getting saved. We have tested this in our current PUM 17 environment and also PUM 21 and was able to replicate it. Attached steps to replicate the issue.

The issue can be reproduced at will with the following steps:
1. Login to Employee portal.
2. Register a new Bidder and follow the steps.
3. AT the step of adding a contact enter title as "Developer"
4. Edit the bidder contact and change the title to "tester"
5.Edit the Bidder contact again and notice that system is not retaining the changes and the title is showing as Developer not tester.
