On : 9.1 version, Supplier/User Maintenance

Not able to perform Bidder Self-Registration through SUPPLIER portal, getting errors:

The Followin errors need to be corrected
There were errors with the Component Interface Bidder
User Not Authorized to access this bidder profile (18058,8232)
Error loading Component Processor {bidder} (91,24)

The issue can be reproduced at will with the following steps:
1. Message Catalog (18058, 8232) was missing in resolution 917271(bug 20349997 ).
2. The message (18058, 8232) is included in project UPD917271, but it cannot be found in CP of 917271.
