HESA Code Mappings Issues - Ethicity Tab values required (Doc ID 2249280.1)

On : 9.2 version, International Features

When attempting to add new values to Code Mapping
the following error occurs.

Error HIgh lighted fields are required (15, 30)

The issue can be reproduced at will with the following steps:
1. 1. Records and Enrollment -> HESA Reporting -> Codes and Mapping -> Code Mapping -> Add new value
 navigate to campus tab
 enter mapping
 save : Error HIghlighted fields are required (15, 30)

User can only save if they delete the existing row on the Ethnicity tab. University is not using
the US Ethnicity functionality and so will never have this table populated and so will
encounter this error every time they go to make a Mapping change.

2. Repeat replication steps for Issue 1 and save. Navigate back to Component and search for
the Institution:

Not found despite having just saved the component. Add a new value instead:

Note that the Campus mapping was saved successfully but cannot be accessed without
adding a new value on the component each time. It looks like the Search Record has been
built based on the assumption that the Ethnicity Mapping (SSR_HE_ETHNIC) record will
have values; however Strathclyde will not populate this – we have no Ethnic Groups
configured as we’re not using the functionality.
Search record should instead be based on the SSR_HE_CONFIG table, and have Add
mode disabled.
