Default Nid Not Being Saved When Multiple NIDs Exist (Doc ID 2249654.1)

When attempting to add National ID,The error "National ID is selected when selected as primary ID Enter National ID for selected national ID as primary" occurs.

The issue can be reproduced at will with the following steps:
1. Navigate to Main menu > Workforce administration > Personal Information > Modify person
2.Add a national ID except SSN national id type for example: CAN whose NID type is social insurance number and made it as primary type .Does not throw any error.
3.Add another national ID with SSN that is for USA and making it as primary type and trying to save it without giving the national ID , its not getting defaulted to default value.
Throws the above error

Due to this issue, users cannot add multiple National ID.
