Form I-9 Preparer/ Translator Field Not Saving Correctly in PS_HR_I9_PERSON (Doc ID 2250394.1)

When selecting "A preparer and/or translator assisted the employee in Section 1", selecting 4 in "How Many", and selecting "I did not use a preparer or translator", the 4 is recorded in the PS_HR_I9_PERSON table. 

This is visible when completed a query of the table.

Incorrect data (i9_prep_count field) stored as 4 in HR_I9_PERSON record

The issue can be reproduced at will with the following steps:
1) Complete Section 1 in I-9
  a. Choose Citizenship status 1
  b. Sign form
2) Change Preparer and/or Translator Certification to using a Preparer and How Many to 4
3) Select the box “I did not use a preparer or translator”
4) Submit the form
5) Query the table HR_I9_PERSON and view contents of field I9_PREP_COUNT using either SQL Query Tool or PS Query Manager.
