Change Request Does Not Work When Requisition Is Expedited And Cancelled And Re-expedited To New PO (Doc ID 2251074.1)

On : 9.2 version, Change Request 

When a Requisition is expedited into a PO, the PO is cancelled and re-source back to the expediter. Then the Requisition is expedited to a new PO. The change order for this Requisition will not work. When requester does a change order to this Requisition using Manage requisition page, the system puts the additional quantity in to expediter instead of updating to the second PO.

The issue can be reproduced at will with the following steps:
1. Create a new ePro requisition
2. Source it to a PO.
3. Cancel the PO line and resource the qty back to the requisition.
4- Source the requisition again to a new PO.
5- Dispatch the created PO.
6- Try to create a change request from the manage requisition page.
7- Now this change request will go to the expedite page and not the approve change request page.
