TAX960LC prints **** instead of Taxing Entity Code

TAX960LC delivered in TU 16-E prints R instead of 'R' followed by the Taxing Entity Code in positions 5-9 of the RS record, for RITA (Ohio).

Some debugging showed that the issue is with the following piece of code

when = 'RITA'

move &LTT2.W2_MAG_CODE to $MunicipalityCode? 0999

let $TaxingEntityCd? = 'R'
$MunicipalityCode?

The variable $MunicipalityCode? is not getting type-casted correctly.

TAX960LC row R should be followed by the Tax Entity Code.
