E-PORTAL: Related Content Service Does Not Refresh/Appear On Parameter Change in 8.55.13 (Doc ID 2251397.1)

In PeopleTools 8.55.13, Related Content Services has stopped refreshing automatically or sometime not appearing on the page.

The Related Content Service is configured on Page ADM_APPL_PROG_MNT to refresh when either EMPLID or ADM_APPL_NBR changes.  It no longer refreshes for changes of ADM_APPL_NBR (e.g. if the user has searched by EMPLID, there are multiple applications, and the user is using Next / Previous in list to navigate between them).  It also no longer automatically shows the Related Content when opening the page if the user has searched by ADM_APPL_NBR to go directly to an application, but does automatically open when searching by EMPLID (which was the previous behaviour).

Manual Refreshes and Manual View both still work.

This is reported in peopletools 8.55.13 and Campus Solution 9.2

Replication Steps:
1. Navigate to PeopleTools > Portal > Related Content Service > Define Related Content Service
2. Add a New Value
3. Set up as given in attachment and Save
    - Service Name: UC_ADD_UPDATE_PERS

4. Navigate to PeopleTools > Portal > Related Content Service > Manage Related Content for Content References
5. Click on Assign Related Content to an Application Page link
6. Select Content Reference: Student Admissions > Application Maintenance > Maintain Applications
7. Assign Related Content first tab – copy set up below under Page Level Related Content
    - Page: ADM_APPL_PROG__MNT
    - Page Field Menu: EMPLID

8. In Page Level Related Content click on Configure button and copy set up below:

    Map Parameters:
       - EMPLID Pagefield EMPLID
       - PNLGRPNAME System_Variable %Component
       - PNLNAME System_Variable %Page

       - EMPLID

    Related Content Consumer Security : Checked

9. Assign Related actions (2nd tab) – There is nothing to enter in this tab.

10. Configure layout (3rd tab) – There is nothing to enter in this tab except for Related Content Frame. Click on Configure Layout button.

     - Bottom Frame
     - Open in Expanded window: Checked
     - Default Service (UC_ADD_UPDATE_PERSON) : Checked

11. Test the Related Content Functionality: (Steps)

11a. Navigate to Student Admissions > Application Maintenance > Maintain

11b. Add Acad Inst = PSUNV. Search for Last Name = Peterson

11c. Choose Mike Peterson from the search list. Maintain application window
opens. Navigate to the Application Programme Data tab. Page appears
along with related content window.

11d. Return to search. Clear search results and enter Acad Inst = PSUNV, App
no = 00024314

11e. Outcome = New application window opens on Application Programme Data
tab but the related content window does not appear

Note: It has been examined that if we click on 'My Personalize' link, related content appear. Also, apart of this navigation, I have observed this issue on other navigations as well in 8.55.13
