ISSUE STATEMENT

When using the Fluid user interface and the "new window" functionality in some cases the application loses track of navigation and gives the user error messages of "page no longer being available"

PeopleSoft HCM 9.2 PUM 20 on PeopleTools 8.55.13
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into iHub
2. Navigate via Unified Navigation to the FSCM Workcenter page
3. When a "New Window" gets opened, observe that the _ is removed
4. This results in "Page no longer available" message
