Symptoms

On : 9 version, Student Records Enrollment

ACTUAL BEHAVIOR
---------------

Students are being enrolled into two sections of the same course under specific scenarios.


 EXPECTED BEHAVIOR
-----------------------
Expect the enrollment engine to produce an error on the second enrollment attempt into the same course ID.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Enroll student into class A.
 
2. Add a new enrollment request and attempt to enroll the student into class B which is a different section of the same course ID as class A.

3. The enrollment engine will return the expected error that duplicate enrollments are not allowed.

4. On the same enrollment request (class B still on the request), add another row with a swap action swapping class A for class C, a class with a prerequisite that the student does not meet. The enrollment request return an error on the swap that the student does not meet the requisite, but it will also reprocess the enrollment into class B which will be successful, leaving the student enrolled into classes A and B, two sections of the same course.
