ACTUAL BEHAVIOR

508 Compliance Employee Self Service Message that Phone # is required is delayed until the record is saved.
EXPECTED BEHAVIOR
-----------------------
The fields that are required should be indicated when the user accesses the Emergency Contact Page.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate Employee Self Service > Emergency Contact
2. Contact Name and Relationship show * which indicates they are Required; employee enters information and saves
3. After the changes are saved there is an message that says Phone Number is also required;
4. This causes the user to have to tab in reverse to add/update the phone number
