Cannot update I9 receipt document after resubmission (Doc ID 2253484.1)

Symptoms

ISSUE STATEMENT
---------------
After an employee resubmits their I-9 form, list box C is not displaying.  There is not a way for the I9 Administrator to update List C when the EE brings in their replacement document.

The issue can be reproduced with the following steps:
1. Self-Service
2. Personal Information
3. Personal Details
4. I-9 form
