Symptoms
The Course List Description always displays from the earliest effective-dated row.
The issue can be reproduced at will with the following steps:
1. Create or retrieve a course list that has multiple effective-dated rows with differing descriptions.
2. Assign the course list on a requirement line where the requirement effective-date should retrieve the most current course list row description.
3. Note the the description displayed is from the first effective-dated row on the course list.
