System Allows Additonal Assignment Effdt Lesser than Controlloing Record (Doc ID 2254762.1)

On : 9.1 version, Job / Personal Information

ACTUAL BEHAVIOR
---------------
When we add an additional assignment with effdt date lesser than the effdt controlling instance (Primary Job), the system allows this to be saved successfully. The only criteria checked is if the additional assignment effdt is greater than or equal to Personal data Effdt.

EXPECTED BEHAVIOR
-----------------------
The system should not allow saving such an additional assignment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Find an employee with a single record and instance (eg: effdt - Jan 1, 2013)
2) Make sure the effective date on Personal data is lesser than Job row (eg: effdt - Jan 1, 2012)
3) Click on add additional assignment with an effective date of Jan 1, 2012 and was able to save the record even though the effective date was earlier than the date on the controlling instance.
